According to an article by CalMatters, bots have comprised 25% of applicants in California, with scammers—referred to as “Pell runners”—exploiting artificial intelligence to secure grants and subsequently disappear. This fraudulent activity has reportedly cost schools over $5 million since 2021 and continues to challenge cybersecurity measures despite enhanced detection efforts.

In light of these developments, we are requesting specific data points from the Utah System of Higher Education, including:

– College Name
– Applicant Name
– Fraud Amount
– Fraud Incident Date

Access to these public records is crucial for us as media professionals dedicated to holding public institutions accountable and ensuring transparency for the public. We have also requested a fee waiver given our role in disseminating information.

Our organization is affiliated with The Coalition Opposing Governmental Secrecy, a non-profit corporation that assists media companies and advocacy groups in investigating state and federal governmental agencies.
